Several key factors were identified as driving this transformation:
- Fiscal stability through the approval of the federally established Fiscal Oversight framework, providing greater financial discipline and confidence for investors.
- A pro-growth economic agenda led by Governor Ricardo Rosselló’s administration, focused on attracting private investment, streamlining development, and expanding economic opportunity.
- Competitive tax incentives, including Acts 20 and 22 (now incorporated into Act 60), which had already attracted more than 1,000 entrepreneurs, investors, and high-net-worth individuals seeking to establish residency and grow businesses in Puerto Rico.
